Born at Parc-y-brain, Brwynllys (' Bronllys '), Brecknock, son of a schoolmaster. By profession a land-surveyor (he was in the service of the Ordnance Survey, and afterwards in the Land Valuation Office at Brecon), he developed antiquarian tastes, and wrote much on Brecknock antiquities in the local journals. He was the first to arrange and catalogue (1894) the invaluable manuscripts so badly cared for at Trevecka, and thus he laid the foundation upon which M. H. Jones afterwards built. He died 21 April 1927, aged 72, and was buried at Brwynllys.
