Born 14 May 1921 in Burry Port, Carmarthenshire, the son of William David Emanuel, schoolmaster, and his wife Margaret (née James). He was educated at Llanelli boys' grammar school and at the University College of Wales, Aberystwyth, where he graduated with honours in Latin in 1941. After five years' service overseas in the Royal Navy during World War II, he became, in 1947, an assistant keeper in the department of manuscripts in the National Library of Wales. From 1955 to 1968 he was a lecturer, and later a senior lecturer, in Medieval Latin and Palaeography in the U.C.W., Aberystwyth. In 1968 he was appointed librarian of the college, a post which he held when he died.

He was awarded the degree of M.A. of the University of Wales in 1950 for a thesis on ' The Latin life of St. Cadoc, a textual and lexicographical study ', and in 1960 received a Ph.D. of the same university for his study of Latin texts of the Welsh laws. Further research in this field led to the publication in 1967 of his volume The Latin texts of the Welsh laws. His other publications include a chapter on these laws in Celtic studies in Wales (1963), and contributions to various works dealing with aspects of medieval studies. He also published articles on the Welsh laws and on other topics of medieval interest and made many contributions to the Jnl. of the Nat. Lib. of Wales. His appreciation of A.W. Wade-Evans was read to the Society of Cymmrodorion and published in The Transactions of the Honourable Society of Cymmrodorion, 1965, 257-71.

He married in 1947 Florence Mary Roberts of Burry Port, and they had a son and a daughter. He died 20 April 1970 in Aberystwyth.
