He was born at Blaina on 28 June 1905, one of the several children of Daniel Williams (born c.1869), a local miner, and his wife Sara Jane (born c.1872). He received his education at local elementary schools at Blaina, Monmouthshire and began his career as a miner at the age of just 14 and then became a colliery repairer. He was the chairman of the western lodge of the miner's union, 1936-46. He was also chairman of the Monmouthshire Health and Welfare Committee and also of the Usk River Board, 1945-65.

In 1952 he was appointed a JP. He sat on the North Monmouthshire Hospital Management Committee, the Monmouthshire Joint Workshops for the Blind and the Welsh Water Authority. He was a member of the Monmouthshire CC, 1946-64, an alderman in 1964-65, and he continued thus until local government re-organisation in April 1974 which saw the abolition of the office of alderman. He was the vice-chairman of the Centre Sub-committee. He was awarded the British Empire Medal in 1957.

He was elected the Labour MP for the safe Labour seat of Abertillery in a by-election in April 1965, following the death of Llywelyn Williams, the sitting Labour MP for the division, and he continued to represent the constituency until he retired from parliament in June 1970. His successor there was Jeffrey Thomas MP.

After the end of his parliamentary career, Williams served on the Sports Council for Wales (later known as Sport Wales) from 1972 to 1975. He also became a member of the Welsh National Water Development Authority. He was much interested in watching sports, particularly rugby football.

He lived at 'Brodawel', Abertillery Road, Blaina. He married in 1930 Beatrice Ann, the daughter of Charles Garbett, and they had one daughter. He died in 1987.
